I’ve Been Busy Notifying Authorities of Oath/Insurance Violations

A previous post explains the importance of Oaths and Insurance, how order Oaths and proof of insurance from various agencies, and what to do if you find an Oath/Insurance violation. I have also been slowly but steadily uploading the Oaths/Insurance info that I have collected.

State Regulators

On September 5, 2023, I filed an ORIM Claim against State Senator Toni Atkins, and her Deputy, Jason Weisz, working unlawfully with expired oaths. The Claim is also filed against Erika Contreras and John Nam, for improperly redacting the documents to hide the signatures of the person swearing the oath and the witness. It is possible that Ms. Atkins and Mr. Weisz may not have ever had properly executed oaths.

On September 23, 2023, I filed an ORIM Claim against Jozel Brunett, Hasib Emran, Jennifer Fowler, Bill Gardener, Dennis Haase, Bill Hilson, Shane Hofeling, Susan Maples, Laurie McElhatton and Scott Craig. I allege that it appears to be a conspiracy for upper management to evade evade Government Code sections 1360, 1362-1369 and Section 3 of Article XX of the Constitution of California. 

On September 25, 2023, I also filed a Complaint on the same grounds with the California Auditor’s Office.

Federal Regulators

Below is a list of people I have turned in for working unlawfully without executed oaths and/or insurance to the U.S. Department of the Treasury, Department of Homeland Security and the U.S. Treasury Inspector General for Tax Administration. Rather than listing people by alphabetical order, I have them listed by the date that I sent the letters because each of the letters builds on one another to expose the full picture of how the corruption schemes work.

June 27, 2023: Cecilia Horton-Billard and Robert A. Henderson, Jr used to work for the California Bar Association. Neither had an executed Oath nor insurance. They were both supervisors who swept the Bar Complaint against FTB employee Eric Yadao under the rug. I also sent the regulators a second letter with more details on September 1, 2023. Note: Cecilia and Robert are lawyers. (Since there is more than one Robert A. Henderson in the Bar Association, I am not sure which licensee is our perpetrator).

July 6, 2023: Jozel Brunett, who is Chief, Legal Counsel of the Franchise Tax Board, for an unexecuted Oath. On July 21, 2023, I sent a second letter documenting that she had no insurance. Note: She is a lawyer.

July 21, 2023: Jennifer Fowler and Shane Hofeling. Jennifer Fowler is head of the Collections Department at FTB and Shane Hofeling is Deputy, Chief Counsel of the Technical Resources Bureau at FTB. Neither had executed Oaths nor insurance. Note: Mr. Hofeling is a lawyer.

August 10, 2023: William Gardener, who is Deputy, Chief Counsel of Multi-State Business Entity Tax at FTB and Craig Scott, who is Deputy, Chief Counsel of Specialized and General Tax Administration and Procedure at FTB, both for unexecuted Oaths and no insurance. Note: Both Mr. Gardener and Mr. Scott are both lawyers.

August 21, 2023: Laurie McElhatton and Susan Maples of FTB. Ms. McElhatton is Deputy, Chief Counsel Attorney V. She did not have an executed Oath nor insurance. Susan Maples did not have an executed Oath (still waiting on insurance). Ms. Maples is a former Taxpayer Advocate and currently works as the Director of the Economic and Statistical Research Bureau. Her job appears to be stalking low-income people who are not required to file tax returns. Note: Ms. McElhatton is a lawyer.

I notified the regulators twice (August 10 and 21, 2023 ) that none of FTB’s nine current top-ranking lawyers have an insurance policy as is required by law.

August 29, 2023: Bill Hilson, who recently retired from FTB as Deputy, Chief Counsel of the Litigation and Settlement Department, does not have an executed Oath. I believe that Mr. Hilsom was the one who ordered subordinates to commit perjury, improperly redact documents, omit pertinent documents and post our social security numbers online. Note: Mr. Hilson is a lawyer.

September 1, 2023: Hasib Emran and Evan Johnson. Hasib Emran oversees FTB on behalf of Malia Cohen. Malia is the Chairman of FTB’s Board of Directors. Note: Hasib Emran is a lawyer.

September 5, 2023: State Senate President Pro Tempore, Toni Atkins  and her deputy Jason Weisz, both for having expired Oaths of Office. I also included Erika Contreras and Jon Nam from the Senate Committee for improperly redacting the documents, thus hiding whether or not Ms. Atkins or Mr. Weisz ever had a properly executed oath at any point in time. Since she was elected, I have been asking Toni Atkins to intervene to protect constituents from FTB’s schemes. She’s always too busy working on other issues.

September 20, 2023: Dennis Haase, who was the manager over Grace LeBleu at the time Ms. LeBleu conspired with the California Attorney Genera’s office to post our social security numbers online. Note: Mr. Haase is a lawyer.

Interesting Statistics

All of the people listed above are upper management. Of the 80+ oaths I have collected so far, only one regular employee has an unexecuted oath, but a high percentage of managers have unexecuted oaths.For example, 55% of FTB’s current executive legal team does not have a properly executed oath.

9 of the 15 people without proper oaths are lawyers. Lawyers understand better than anyone the magnitude of oaths. Logic would state that lawyers would be the most fastidious about making sure they had a proper oath on file…
