How to Order Oaths and Report Oath Violations — Oath Violations May Have HUGE Impacts!

The explosive information is in the last paragraph. I am also working on uploading all of the Oaths that I have collected.

Requesting Oaths

Lately, I have been trying to combat government corruption by filing insurance claims against State Employees. But I haven’t given up on filing Federal Criminal Complaint (FCC); I’ve just put FCCs on the back burner for now.

David Myrland was right: The tax man does own the court system. California law says that on tax matters, jury trials are forbidden. Now I understand why that statute was enacted. “The system” can’t control a jury like they do judges. I am so tired of the games built into “the system” to ensure that the government is never held accountable for their crimes against constituents.

I’ve decided that the next FCC that I (eventually) file will be against all the other agencies who are protecting FTB’s schemes: FTB’s Board of Directors, who knowingly allow these schemes to continue; the three Office of Tax Appeals judges and Superior Court judge who covered up FTB’s unlawful activities in my court cases against FTB; and the people at the Bar Association who won’t prosecute the lawyers who committed crimes to protect FTB.

In preparation for the FCC filing, I needed to order the Oaths for everyone who will be charged in the FCC so that I can add Treason of Oath to the list of crimes. Here is a sample letter, which in which I requested both oaths and bonds.)

Per federal law, every elected or appointed government official must sign an Oath of Office. Per California law, all other government employees are required to take an Oath of Allegiance prior to beginning employment. The law also states that the State must issue an insurance policy or bond on every government employee. Under the California Public Records Request Act (CPRA), which is Gov. Code 7920.54(a), the agencies have to turn over copies of these documents upon request. CPRA is California’s version of FOIA.

Malia Cohen is the State Controller and Chairman of of FTB’s Board of Directors and Hasib Emran is her deputy. I ordered their Oaths by sending a fax to (916) 322 – 1220. I got a response via email within a few days.

Antonio Vasquez is the Chairman of the Board of Equalization and sits on FTB’s Board of Directors. I ordered his Oath by sending an email to BOEPRARequests@boe.ca.gov. I got a response via email within a few days.

Joe Stephenshaw is the Director of the California Department of Finance and sits on FTB’s Board of Directors. His deputy is Gayle Miller. I ordered their Oaths by sending an email to administrative.officer@dof.ca.gov. I got a response via email within a few days.

The Office of Tax Appeals (OTA) judges aren’t “real” judges who are elected or appointed, they are Administrative Law Judges (which means glorified attorneys). The three OTA judges, Kenny Gast, Linda Cheng and Josh Lambert, only had Oaths of Allegiance, and I was able to order those from the OTA via email: OTAPRA@ota.ca.gov. Superior Court judges are “real” judges who take Oaths of Office, which are procured via snail mail from the Secretary of State. I mailed my request for Judge Sturgeon’s Oath on June 19, 2023. Since I never got a response, on August 16, I mailed another request.

The Bar Association employees who have swept the Complaints against Eric Yadao and Anna Barsegyan under the rug are: Cecilia Horton-Billard, Robert Henderson, Jr., Lori Wallerstein, Roy Kim and Mark Harvey. I ordered their Oaths via a form found on the Bar’s website, but you have to save the form as a PDF and email it to them (email address is on the form).

I also am including Jozel Brunett, Chief, Legal Counsel at FTB in the FCC because the OTA judges literally kicked me out of the room so that they could have a private meeting with her after my OTA hearing ended. That was a giant quid pro quo. She and the judges should all be disbarred for such an egregious violation of the law. I ordered her Oath via email from FTB’s Disclosure Department.

Finally, I ordered my State Senator, Toni Atkins, Oath and her assistant, Jason Weiss’s Oath, by emailing the request to Senate.Rules@sen.ca.gov. The State Senate is exempt from the California Public Records Request, so you have to make your request for Oaths under the law named Legislative Open Records Act (LORA), which is Gov. Code 9070 et seq. It took almost a month to get these oaths, and strangely, they were redacted to hide the signatures of the signees and witnesses who swore them in.

Oath Violations

Much to my surprise, Cecilia Horton-Billard, Robert Henderson, Jr. and Jozel L. Brunett did not have fully executed Oaths. I checked with the Department of General Services by sending an email to DGSPublicAffairs@dgs.ca.gov, and DGS stated that they had no records of an insurance policy being issued for Horton-Billard, Henderson or Brunett.

According to Bonds for the Win, not having a properly executed Oath as is required by law deems you a foreign agent posing as a government official. Legally, the impersonators can be fined and/or imprisoned for three years. Bonds for the Win claims that the military detains these foreign agents and forces them to resign.

As such, I turned Horton-Billard, Henderson and Brunett in to the appropriate regulatory agencies:

Not having an Oath means that the orders and directives that Ms. Brunett gave while in the office of Chief, Legal Counsel have no legal standing. This has big implications on many of FTB’s policies and procedures that were implemented under her reign, many of which I believe are unlawful. I will pray daily that Ms. Brunett is detained and tried for her crimes against constituents by implementing these unlawful business practices during her fraudulent reign.

Neither Ms. Horton-Billard nor Mr. Henderson, Jr. are currently employed by the Bar Association, so nothing may come of turning them in. But it doesn’t hurt!
