I found out about a group called Bonds For The Win that is having success fighting government corruption in school districts. A child was harmed by the mask mandate. The mom found out that all government employees are required by federal law to be bonded. If that employee/department does something harmful, the person harmed can file a claim against their bond(s). Usually, if a claim is paid, the bond company will revoke the bond and the employee(s) will be forced to resign. Using the bond claim strategy, this mom was able to get the mask mandate removed from her district. Many other parents followed suit and tried it with their own school boards, and many have also been successful.
Since my husband and I were harmed by two government employees, I decided to give filing a bond claim a try, too.
Any employee who works for the State of California is bonded/insured through the Office of Risk and Insurance Management (ORIM) General Claims Program, which is a subdivision of The Department of General Services. Here is the set of laws regarding the requirements for California government employees to have bonds: California Government Codes 1450 – 1463. The laws about having a bond/insurance are one thing, the laws about filing bond/insurance claims are another: California Government Code 911.3 – 913.2.
When I was trying to hunt down the information of how to file a bond claim, I contacted the California Department Of Justice (DOJ) in accordance with my rights under California Government Code Section 1460 and requested the bond information. The DOJ refused to disclose the relevant information about the ORIM program. The DOJ went so far as to make completely false statements about the contents of state law and used deception to make it appear that the relevant laws didn’t exist. This outright fraud was intended to stop me from exercising my right to file this claim, which takes this claim beyond a civil matter to a criminal matter: the DOJ has violated 18 US Criminal Code section §1001 and 18 USC §241.
Here is the claim that I filed against Anna Barsegyan and Grace LeBleu for harming me and my husband by posting our social security numbers on a public website for over two weeks. Anna Barsegyan violated California Rules of the Court, Rule 1.201 and CCP 128.7 (c). Grace LeBleu violated California Government Code section 15705. I requested $100,000 in compensation based on what Gilbert Hyatt was awarded in his case against the FTB for harassment.
