2 hours, 12 minutes – Between the years 2008 and 2016, the Franchise Tax Board, California’s Income Tax Agency, “lost” 16 of the 20 payments that my husband and I had made. When I say “lost,” I mean that they cashed our checks right away, but didn’t apply the money to our account. Instead of locating the “lost” funds, FTB aggressively harassed me to pay the “outstanding balance” and imposed penalties for “paying late.” Here is the list of payments: https://gwsandiego.net/blog/wp-content/uploads/2021/02/chart-of-payments-made-to-FTB-updated.pdf

2:13 – Certain that I had been ensnared in an embezzlement and racketeering scheme, in 2020, I filed suit in San Diego Superior Court: https://gwsandiego.net/blog/?p=217.

As a side note, I filed this suit because I believed it was the only way to get my hands on complete records (FTB had only given me limited records in the OTA case). Later, I found out that FTB is supposed to send you complete records upon request, though two different people have told me that FTB did not provide all the information that they’d requested. Here are instructions on how to request your own data. To request general public records, you simply need to send an email to FTBDisclosureOffice@ftb.ca.gov.

2:14 – In court, it was documented that the “lost” payments had been identified in FTB’s records as “no payments.” These “no payments” couldn’t be located no matter how many times I sent cancelled checks. As is documented in the links above, the payments had accounting irregularities surrounding them. I believe these funds were put into an off-the-books-spending account.

2:17 – Here is the current turn time for processing notices: https://www.ftb.ca.gov/help/time-frames/. It takes FTB 75 – 77 days to process personal responses and 241 days to process business responses. This means there is a zero chance that FTB will process your response before the 60-day deadline. Then FTB claims that you didn’t respond “timely” when they had your response on time; it was them who didn’t process it “timely.”

For four months, the Convention Center was used to house unaccompanied migrant children.

The Convention Center is conveniently located steps away from the container port and the main train station depot, where containers are moved between ships and trains. Literally at the back door of the train station is a school for homeless children called Monarch: https://monarchschools.org.

I believe that traffickers are moving children between shipping containers and the train, and use this school as cover for why so many different children pass through and disappear. “Oh, they’re homeless… homeless families come and go…”

Here is my write up on oath laws. Per Title 18 U.S.C. 912, anyone working for the government without an oath is considered a foreign agent posing as a government agent . Per Title 10 U.S. Code § 906 – Art. 106.,  impersonating a public official (a) shall be punished as a court-martial. The Attorney General, Rob Bonta, has sole purview to prosecute oath violations. Per California law, it is illegal to pay public officers and employees who have not followed the oath laws., so my plan for this week is to send a letter to State Controller Malia Cohen to ask her to stop paying the State Senators without oaths.

2:40 – The biggest recipient of FTB’s “education and outreach program” funds is called Golden State Opportunity Foundation, and they are a tax lobbyist.

2:40 – Dreams for Change is one of United Way’s San Diego subsidiaries. It has had many allegations of the staff sexually assaulting the clients. After I brought attention to this issue up at the Franchise Tax Board September 2025 Board Meeting, United Way became more clandestine about the fact that it is sending vulnerable people there for help with getting taxpayer identification numbers.

2:53 – FTB targets small business. The small business lines usually has a 3 hour hold time and they hang up on 36% of business callers at the end of the long hold. It takes FTB between 4.7 months to 8 months to process small business correspondence. In the December meeting, I accused FTB of deliberately trying to destroy small business. In FTB’s response, they did not deny the allegation.

Note: I am not suicidal, I don’t have depression issues, I am a careful driver, I rarely drink alcohol, and I do not use drugs of any kind (not even aspirin). My family lives a wholesome life. If something happens to me or my family that is out of character for us, we were set up by the State of California as revenge for exposing their crimes.
