October 2025 Update: FTB was supposed to respond to this Public Comment by October 7. FTB has yet to respond. Meanwhile, it has been confirmed that once the NGOs sign up the migrants for health care benefits, the migrants are sent a voter registration card.
I’ve previously posted about a program that I find concerning. The quick summary is that the State of California’s legislature passed a law requiring that the Franchise Tax Board (FTB) (California’s income tax agency) give Non-Governmental Organizations (NGOs) (another term for charities) $10 million dollars per year to notify low-income people that they may qualify for a cash refund if they file a tax return. More details are in the previous post.
At the September 2025 FTB Board Meeting, I wanted to make a 5.5 minute speech where I called out a portion of the corruption that I’ve uncovered in connection to this program. I also connected some dots to indicate this program has nefarious purposes. This was the 5.5-minute speech that I wanted to make:
However, I was limited to 3-minutes, so I had to essentially cut the speech in half. I kept the corruption part, but wasn’t able to properly connect the dots. This was the speech that I actually made at the meeting.
